Cut flank steak diagonally into 1/4 inch thick strips. For marinade: combine first 5 ingredients in a bowl. Marinate meat for 30 minutes to 2 hours.
For sauce combine: water, 1 tbsp soy sauce, 1 tbsp corn starch, sugar, salt and pepper and oyster sauce. Reserve.
Saute broccoli in a large saute pan or wok over high heat for 2-3 minutes. Add a few drops of water to prevent burning. Remove broccoli from pan and place in a bowl. Add marinated meat to pan, cook until browned and about half way cooked through. Turn heat to low, add broccoli and sauce. Cook until thickened.
